Dr Vitali Shkliarov is a strategist, consultant, and activist with a strong background in foreign policy, business operations, and HR. A former Harvard University Fellow, he has advised governments, private organizations, and civil society movements, specializing in Ukrainian, Russian, Belarusian, and European affairs.
